Founder Keith Harlow brings over 35 years with federal executive branch, legislative branch, and private sector organizations in diverse operational, analytical, research and development (R&D), program management, and federal executive positions. Keith brings to Novus Capstone his demonstrated skills in executive management and leadership for a geographically diverse federal R&D enterprise providing exceptional direction, coordination, and integration of critical and complex national security technology development programs and support infrastructure.
Ray Dick (partner consultant)
Dr. Ray Dick specializes in government, commercial, and university program strategy design and business development; technology strategy, discovery, development and application; building collaborative communities of interest around government (federal and state), commercial, academic and non-governmental organization partners; and creating/building innovation educational opportunities for secondary and post-secondary students. Ray has 20+ years expertise in bridging technology to manufacturing requirements and operational opportunities with increasing responsibilities from systems engineer to executive leader as well as being part of three manufacturing startups. Prior to founding RD Solutions, Ray was a senior manager at the Department of Energy’s Kansas City Plant (KCP) where he was responsible for a large portfolio of federal interagency work supporting national security missions across multiple United States government agencies. In this role Ray was a founding executive member of a US government technology accelerator task force enabling rapid transition of commercial technologies for national defense applications. He was also instrumental in developing a program within the KCP allowing targeted investments of IR&D funds in support of broader national security requirements. Ray earned his BS and MS in Mechanical Engineering and a Doctor of Engineering degree from the University of Kansas where he was the recipient of a NASA Graduate Student Researchers Program fellowship in association with NASA Langley Research Center. In addition to his consulting work Ray lectures in the University of Kansas Engineering Management graduate program and serves as the Executive Director of two the Global Learning Accelerator, a 501(c)3 nonprofit.

Dan Burns has over twenty five plus years of leadership and experience in management, budgets, program protection planning, facility and personnel security, intelligence, system integration and engineering, space, cyber, information technology and national level exercises. He has served as a Senior Program Manager for US Government and commercial enterprises responsible for policy development, program management, educational and research objectives, exercise and training support of personnel and organizations to achieve their institutional objectives. He has operated at multiple levels of responsibility for performance, security, client support, and management.
For the National Security community, Mr. Burns has extensive experience in red teaming, security policy formulation, war gaming, space and cyber warfare, chemical/biological/radiological/nuclear (CBRN), intelligence, and counter-terrorism for real world response and exercise support.
